The second option might work sometimes, I'm willing to delegate if people are willing to be delegated to and I can expect that to actually lead to the delegated thing getting done, but by default given tools and a problem I will work on the problem. Not because anyone assigned me the problem, but because if I don't solve it then it may not get solved. If someone else wants the job - if someone else could do the job better - I will hand it over."
